The Ministry of Gender, Children and Social Protection (MoGCSP) has issued a strong statement addressing reports of alleged digital sexual exploitation involving a foreign national accused of engaging in sexual activities with Ghanaian women and recording and circulating the acts without their consent.
According to the Ministry, preliminary information suggests that the individual may no longer be within Ghana’s jurisdiction. However, it stressed that this does not lessen the seriousness of the allegations or the State’s responsibility to pursue accountability.

“The non-consensual recording and distribution of intimate images is a criminal offence and a clear violation of dignity and privacy,” the Ministry stated.
The Ministry disclosed that even before the recent reports surfaced, it had been collaborating with the Ministry of Communication and Digital Innovations and relevant agencies to strengthen preventive and responsive measures against image-based sexual abuse.
These efforts include:
- Digital safety interventions
- Engagement with online platforms
- Mechanisms for reporting and takedown of abusive content
Authorities confirmed that these mechanisms are now being applied to the current matter.
The Ministry further indicated that it is working closely with the Ghana Police Service, other security institutions, and international partners to explore all lawful options available. This includes cross-border cooperation and mutual legal assistance where necessary.

While jurisdictional challenges may arise, the Ministry emphasised that such limitations will not prevent appropriate action from being pursued.
Beyond investigations, the Ministry is coordinating support services for affected individuals. According to the statement, psychosocial care and legal assistance are being provided through confidential channels to safeguard victims’ privacy and well-being.
The Ministry urged the public to exercise caution in both online and offline interactions, reiterating its commitment to protecting the rights, safety, and dignity of all persons.
It reaffirmed that the non-consensual recording and distribution of intimate content remains a criminal offence under Ghanaian law and will be treated with the seriousness it deserves.
